People argue over this game being a proper sequel or not to Fallout1 and Fallout2. I played, once more, F1 and F2 just before buying F3, so that my opinion would not be based on distant memories only, and is is a very fine sequel.
Some parts of the game, such as the Statesman Hotel, are eerily reminiscent of Vampire:Bloodlines. And to those who don't know, V:Bloodlines was developed by Troika, the original Fallout developers, and is the best example of how they went from, combat wise, turn by turn isometric 2D to real time 3D. Bethesda did well.
One difference is that the original Fallout games quests were mainly related to urbanized areas, with a few random encounters when going from one to another. In Fallout 3, you actually have to do the journey in the wasteland, not just click on a map (until you have discovered the area you want to go to that is, then fast travel is available.) It can't be seen otherwise as a progress.
The humor is a bit lacking, but people's tastes have changed. Many things that were eluded (like how the war originated) or made mock-heroic in previous Fallout are more developed and "serious" now, and it's a reasonable choice. The game is better for it.
On the downside, it is true that Bethesda are a little less talented when it comes to storytelling (which was even more obvious in Oblivion for instance,) the main quest being an example, since it is a fair bit weaker than F1's quest. But F2 wasn't all that great either. But it doesn't hurt the game as much as it could, since F1 was basically genius storytelling, F2 was only making it bigger but with a less involving story, and F3 a plain great game that doesn't squander the heritage.
I would advise to play it on PC if by chance you have the choice, the FPS elements and exploration will be all the more interesting than with a controller.
Regarding the gameplay on a pc, it's a bit sad that companions (since the "Broken Steel" DLC) make the game far too easy. They may be less game breaking on console. On pc, just don't use them or it will remove a fair bit of what makes the game fun.
Overall, the game is a little bit lacking on some points, improves others, and is by far the best game of 2008, and the numerous DLC make me rank it, so far, as best game of 2009 too.
