No. A remake implies a new version of an original script. This movie has no connection to any previous Conan movies, it is a franchise restart, like "Batman Begins". The third Schwarzenegger Conan movie, tentatively called "King Conan: Crown of Iron", has been in various stages of development for the past twenty years. It has been close to being made on a couple of occasions, but something always came in the way, whether it be creative differences, scheduling problems or budget. The studio has now pulled the plug on that movie once and for all, and moved on.

The Swedish company Paradox entertainment are the legal owners of the entire REH estate, which included Conan (though the Conan stories themselves are no longer protected by copyright in most countries of the world). These rights could not have been in better hands. Tentatively 2010, no more information is available at this time. Shooting is sheduled to begin in late August 2009.

Yes and no, mostly no. The 3rd Conan film, which was supposed to be entitled "Conan the Conqueror", was set to be shot in the late nineties. However, Schwarzenegger turned down the role, so Conan was recast as Kevin Sorbo and the film was renamed "Kull the Conqueror".
